longer in Hong Kong or order him to be deported from

Hong Kong to the place to which he belongs.

Sir E. Grey would be glad to learn whether Lord

Crewe concurs in the views indicated above, as regards

both the interpretation of the Foreign Jurisdiction

Act, and the course suggested with a view to prevent-

ing the return to Shanghai of prisoners who have

served their sentences in Hong Kong.
